From my experience playing strategy games (the base building part especially) making more golems (workers) is the better option. Since MC needs an army of golems when going back, she might as well make more smelting places just to keep making golems. Even if there's more place, she can travel to each place from time to time and use the stocks of refined steel to make golems.
